Panel: European Housing Strategy: From Policy Frameworks to Investable Solutions

Location:FIABCI Pavilion on the 3th floor - Palais 3 - Palais des Festivals, Cannes, France Track:RE KEY event

With the launch of the European Affordable Housing Plan and growing alignment between EU institutions, national governments, financial actors, and industry platforms, housing is no longer treated solely as a social challenge. It is increasingly recognised as a strategic economic sector — central to stability, competitiveness, and long-term resilience.

This high-level panel brings together European institutional leadership and market actors to examine how housing strategy is evolving — from political vision to structured execution.

The panel features:

Irene Tinagli, Member of the European Parliament and Chair of the Special Committee on the Housing Crisis (HOUS), bringing direct insight into the European Parliament’s strategic approach to housing, capital markets, and economic governance. Her leadership connects housing policy to financial regulation, investment frameworks, and EU competitiveness.

Antonio Campagnoli, World President of FIABCI – The International Real Estate Federation, representing global real estate leadership and cross-border investment perspectives, with a focus on structured market development and international capital alignment.

Jacopo Palermo, Associate Partner at The European House – Ambrosetti, providing macroeconomic and strategic advisory perspective on housing, competitiveness, and policy frameworks.

Federico Filippo Oriana, President of ASPESI – the Italian National Association of Real Estate Development Companies – contributing the voice of large-scale developers and private market operators navigating regulatory, valuation, and investment dynamics in Europe.

Emanuele Barbera, President of FIABCI Italia, bridging national market expertise with international federation leadership.

Together, the panel positions housing not only as a social necessity, but as an emerging institutional asset class requiring clarity of governance, valuation credibility, and coordinated public-private engagement.
